SAFETY AND SECURITY IN PUBLIC TRANSPORTATION

On a passenger-mile basis, deaths of passengers on public transportation are about one-tenth those of travelers in private automobiles. Many reasons can be given, among them larger, heavier vehicles that protect the occupants, skilled operators, and governmentaliy prescribed vehicle design features and inspections. 
Security for public transit passengers and operators and protection against vandalism are serious concerns. An estimate for 1971 placed crimes at about 36,000 and the cost of vandalism at S8.4 million. And, without question, fear of attack is a primary deterrent to transit use, particularly at night.

It has been reported that, with rail systems, most of the attacks occur on station platforms. Waiting bus passengers and drivers also are assaulted, but less frequently. Unfortunately, providing personnel to patrol all dangerous locations continuously appears to be far too costly. The most effective measure is to pro¬vide high visibility augmented by an alert system and surveillance with closed- circuii television. As with other criminal activities that plague our cities, there appears to be no easy solution
