In the role of coordinator-catalyst, the suggested function of the transportation planner or technical team during the transportation planning process might be as follows:



Step 1. Study design. Define the scope of the study and the initial work program. Es­tablish the data base and acquire a basic understanding of the needs, plans, and objectives of potentially affected communities and citizens.

Step 2. Exploration of the alternatives. Continue data gathering. Establish contact with representatives of other affected agencies; begin to develop alternative project concepts and designs. There is extensive interaction with the public. It is hoped that, at the end of this stage, there will be heightened community understand­ing without affected groups taking hardened positions.

Step 3. Detailed analysis. Prepare detailed transportation plans for appropriate alternatives through extensive community interaction; attempt to produce substantial agreement on alternatives.

Step 4. Choice. Secure formal ratification by the community and community officials and document the results. If all has gone well, this step is a formality.

From the viewpoint of professional ethics, planners must recognize that their role is to provide knowledge and an unbiased viewpoint. There is always the temptation to become partisan and emotionally involved. To do so can jeopard­ize the transport planners' credibility and, even more important, cause them to feel per­sonal defeat and disillusionment with themselves and their profession if the so­lution they favor is not adopted.22
