Special Highway and Transportation Organizations

Numerous special organizations have been created by the legislatures of the individual states to carry out special transportation functions. These include the planning, financing, construction, and operation of toll roads, toll bridges and tunnels, and transit facilities. In addition, cooperative agreements across state lines have created several multistate regional organizations to coordinate and possibly operate some or all of the public transportation activities in large urban complexes. Some of these special organizations are empowered only to gather data and make recommendations and can neither levy taxes to implement their findings nor control the activities or other organizations. Others have more power. For example, the Port Authority of New York and New Jersey has jurisdiction over bridges, tunnels, airports, bus and rail lines, truck terminals, port facilities, and buildings in the New York metropolitan area. It seems clear that the agencies created to date are the forerunners of many more to come.
In 1977, highway-related tolls collected by these special agencies exceeded $800 million; outstanding obligations exceeded $7 billion.
