Local Road Organizations
Almost all the most heavily travelled roads in a state are administered by the state highway or transportation department. In marked contrast, some 38,000 county, town and township, urban, and special agencies administer local roads and streets. Sizes and organization of these agencies differ widely; some are larger than the smaller state departments while others administer only a few miles of lightly travelled roads or streets. Many of them have good engineering and administrative supervision; but the smaller ones may lack these abilities. Gain in some instances., almost the entire personnel may be changed after an unfavourable election.County and local road administration is being improved steadily. Widespread adoption of civil service in place of the once prevalent spoils system and the consolidation of several small road administrations into a single unit under a qualified engineer are among the advances.
