HIGHWAY AND TRANSPORTATION ORGANIZATIONS 


The Department of Transportation was established April 1, 1967 with the aim of incorporating all federal transportation activities in a single agency. Its seven separate operating agencies are the Federal Highway Administration (FHWA), the National Highway Traffic Safety Administration (NHTSA), the Urban Mass Transportation Administration (UMTA), the Federal Aviation Administration (FAA), the Federal Railroad Administration (FRA), the U.S. Coast Guard, and the Saint Lawrence Seaway Development Corporation. It also has its separate Research and special programs administration and departments carrying out three regulated staff functions. The first agencies listed above have as their partic d public ular concerns the highway and transportation matters discussed in detail in this website. Proposals have been advanced to combine FHWA and UMTA and possibly
NHTSA into a single organization with a multimodal focus. Passage by Congress in 1978 of a unified Surface Transportation Act has been seen by some as a harbinger of such a change. This merger had not happened by 1981. Some of the difficulties with such a reorganization can be envisioned when the difference in function and operating procedures outlined below are examined.
