Transportation planning is a process whose objective, in a broad sense, is develop a system of transport which will enable people and goods to travel safely and economically. In addition, the journeys should be comfortable and convenient. It is a dynamic process, in the sense that it must respond to time changes of land use, economic conditions, and travel patterns. Because of the vast amount of capital expenditures required in the implementation of transportation system (either highway or rapid transit), these projects must inevitably radically influence the land use development in the region or area in which transportation facilities are constructed. Because large-scale transportation projects have such lost-lasting effects on the shape and character of land, it is important that they be developed with the objective of encouraging a desirable land use development in harmony with overall regional objectives.
