This article is about highway and transport engineering, this time we talk about Cost Of Highway Transportation (part one)

The costs of highway transportation may be divided into two broad categories:
1. Road user Costs: the costs incurred by the user in the operation of his vehicle
2. Highway Costs: the costs incurred in the construction and maintenance of the highways

Both are usually expressed on an annual basis. Therefore, highway cost may be generally defined as the annual costs accuring from the construction, maintenance and operation of an individual highway or highway system. Similary, road user costs are those annual costs accuring from the ownership and operation of vehicles over the highway. Unit vehicle costs are generally expressed in terms of vehicle-miles, or ton-miles in the case of commercial vehicles. Generally speaking, since the same people pay both the highway costs and the road user costs, maximum economy is obtained only when the sum of these two costs is a minimum consistent with convenience and safety

The costs of the highway are borne by the public as a whole through vehicle taxes, general taxes, and special assesments, whereas the costs of vehicle operation are borne by the individual owner of the vehicle
