This article is about highway and transport engineering, this time we talk about the Cost Of Highway Transportation (part two)

Highway transportation cost is defined as the sum of the highway investment cost, the maintenance and operating costs, and the highway user costs. Where bus transit is present, the transportation cost includes the transit capital costs, the costs of operating the transit system, and the costs that accrue to transit users (fares and travel time costs). Examples of highway transportation costs are:

1. Highway investment cost,
examples : Engineering design, right of way, grading and drainage, pavement
2. Highway maintenance cost,
examples : Mowing, care of roadside parks, lighting
3. Highway user cost
* Motor vehicle operating cost, examples : Fuel, lubrication, tires
* Travel time, examples : Total vehicle hours of travel times unit value of time
* Accident costs, examples : Estimated accident rate times unit accident cost
4. Transit capital costs,
examples : Terminal, shops, administrative offices
5. Transit operating costs,
examples : Drivers wages, operating & maintenance cost of buses
6. Transit user costs
* Transit money costs, examples : Sum of fares paid, auto running costs to get to terminal
* Transit travel time costs, examples : Time to waiting for bus time unit value of time, time riding bus times unit value of time

The highway investment cost is the cost of preparing a highway improvement for service including the cost of rights of way, engineering design, construction, traffic control devices, and landscaping. Maintenance cost is the cost of preserving a highway and its appurtenances and keeping the facility in serviceable condition. Operating costs include the costs of traffic control, lighting, and the like.

Transit capital costs are the investments in fixed facilities for bus transit such as terminals, shops, bus parking facilities, and passenger benches and shelters. Special highway facilities for buses such as busways may also be included. Reference 6 treats the costs of bus vehicles as an operating rather than a capital cost. Other transit operating costs include drivers wages, bus fuel and tires, bus maitenance, and the cost of management, administration, and insurance.

Transit user cost consist of the sum of buses fares paid to make a transit trip, the passenger car running costs experienced by users in getting to a stop or terminal, and the cost of waiting and walking
